Three Valleys Municipal Water District has a full-time staff of 25, including the Miramar Treatment Plant, which treats water from the State Water Project (SWP).
Matthew Litchfield, P.E., General Manager/Chief Engineer
Mr. Litchfield has served as the Assistant General Manager April 2018 through December 2018. He took over as General Manager/Chief Engineer in January 2019. His primary responsibilities include achieving the TVMWD Directors' approved Strategic Plan Goals and Objectives and daily administration and oversight of the District’s operations.
Prior to coming to TVMWD, he worked for the West Valley Water District in Rialto, CA both as the General Manager and Assistant General Manager for 2-1/2 years and the City of San Bernardino Municipal Water Department for 12 years as the Director of the Water Utility Division and Principal Engineer. Prior to entering the public sector, Mr. Litchfield worked in the private industry for a large national consulting firm focusing on water and wastewater infrastructure.
Kirk Howie, Chief Administrative Officer
Timothy Kellett, Chief Water Resources Officer
Mr. Kellett is responsible for TVMWD’s water resources and project planning, development, and implementation. In this role, he coordinates efforts among TVMWD’s 13 member agencies and with Metropolitan Water District (MWD) to ensure water supplies to meet the region’s needs in a reliable and cost-effective manner.
Mr. Kellett received his Bachelor of Science degree in Biology from the University of California Riverside and a Master of Science in Marine Science from California State University Monterey Bay. He also holds a D2 Distribution Operator certification issued by the State of California.
Mr. Kellett joined TVMWD in 2019. Prior to joining TVMWD, he was the Water Resources Senior Project Manager at San Bernardino Valley Municipal Water District. Mr. Kellett has also worked in Water System Operations and Water Resource Management for MWD and as the Conservation Analyst for Irvine Ranch Water District. He has over 13 years of experience in water resource management and operation planning.

James Linthicum, Chief Finance Officer
James is responsible for TVMWD's finance and accounting functions, preparation of the annual budget and rates, and administration of employee compensation and benefits.
He received his Bachelor's Degree in Accounting from California State Polytechnic University, Pomona (Cal Poly Pomona). James earned his CPA license in 2004 and is a member of the California Society of Certified Public Accountants and the Government Finance Officers' Association. He holds a T2 Treatment Operator certification and a D2 Distribution Operator certification.
James joined TVMWD in 2009, having previously spent 5 years in public accounting and 3 years in local government.
