Carlos Goytia
Director Carlos Goytia serves as Vice President and the Pomona Water Representative for Division 1 on the Board of Directors at Three Valleys Municipal Water District. He is a lifelong resident of Pomona, attended Pomona Unified School District schools (K-12), and Mt. San Antonio Community College. Currently, he is employed by the Pomona Unified School District, where he has been a 26-year member of the California School Employees Association (CSEA) Chapter 14. Prior to his employment with the School District, he was employed by the City of Pomona.
With over 25 years of community service, he has established and worked for several nonprofit organizations, underscoring his commitment to serving the community. Prior to getting elected, Director Goytia served on various boards and committees, including local youth sports organizations and non-profits where he served as President and Chief Executive Officer. Some which he still works with presently.
Director Goytia was appointed as a Parks and Recreation Commissioner, where he served for eight years improving park conditions and youth sports programs. He also spearheaded the revitalization of Kennedy Park, Tony Cerda Park, and Chavez Park, and coordinated community events citywide. He was also appointed to the Charter Review Commission by the Pomona City Council.
Since being elected to office in 2010, he provides a conscientious voice through various appointments on boards and committees throughout the San Gabriel and Pomona Valleys. Director Goytia was appointed by his colleagues to serve as the representative for the San Gabriel Valley Water Districts on the Governing Board of the San Gabriel Valley Council of Governments, where he served for 12 years. He currently was appointed by his colleagues to the San Gabriel Valley Economic Partnership Board of Directors to represent Three Valleys.
As a local and regional Water Representative, Director Goytia brings awareness and educates the public on important issues related to drought, water conservation, and increasing water storage capacity for a sustainable water source for future generations. His vision and diligence in creating solutions involve establishing partnerships to implement future projects, such as stormwater capture and groundwater recharge, and to shore up local groundwater supplies. By building partnerships and collaborating with his colleagues on the Board, Director Goytia endeavors to continue providing a reliable and sustainable clean water source throughout the Three Valleys Service Area. Director Goytia also serves on the Pomona-Walnut-Rowland Joint Waterline Commission, Spadra Basin Groundwater Sustainability Agency, and was a member of the Six Basin Water Master for his first six years in office. He is a member of the San Gabriel Valley Water Association, So.Cal Water Utilities Association, So.Cal Water Coalition, and a member of the Pomona Chamber of Commerce. Notably, as a Native American, Director Goytia has implemented a Water Protectors Program to educate students about water stewardship and is developing a program for career pathway opportunities in the water industry for indigenous people and people of color. He has spearheaded efforts to bring Indigenous Peoples Day and Native American Heritage Month Proclamations and events to the city of Pomona. As a proud Ndé-Apache descendant and Zacatecano raised in Chicano culture, Director Goytia collaborates with indigenous people’s, communities and leaders to inspire, empower and educate future generations.
Director Goytia resides in the Phillips Ranch community of Pomona with his wife, Catalina Goytia, and their family. With a Steadfast trust in his Creator, He is proud of his roles as a husband, father, and grandfather.
